Was he meaning himself? His Government's ridiculous laws? His top Mandarins?
Or the thousands of hardworking Home Office civil servants?
Sorry to be the party pooper, but John Reid didn’t actually say it, it was a senior civil servant - but he did want to split the Home Office into two, believing it was too unwieldy and inefficient. At the time he was lambasted by David Davies, the then Shadow Home Secretary for his alleged failure at managing his role. Plus ça change, plus c'est la même chose.
