Yes, I think so - but a search for '3 rings' yielded 250 results, and they don't seem to be in chronological order..

I remember this service being mentioned not long ago on a thread about how to avoid being taken ill/falling at home and no-one knowing; I can't find the thread now, but wondered if any GNs can remember what the title of the post was, or details of the service?
