This is the radical and unequivocal call to arms of Christianity and so many reject because it is so hard.
However, some people seem to be misinterpreting both what neighbour and love mean.
Your neighbour means anyone, friend or stranger. Simply any other human, all created equal in God's sight.
Love doesn't mean condoning crime, being a doormat or not standing up for yourself.
Another quote from same Bible also says, 'Love your neighbour as yourself.'
Without recognising your own dignity and need to love yourself, how can you possibly love others?
