I can't see how you can issue an invitation but make it clear you don't actually care whether they bother to attend it makes more sense just to not send an invite to people you don't want to come.

Please anyone ideas? my son and daughter-in-law to be want to keep there wedding very small, however her mother wants to invite over 40 guests on her side. How do they send out an invite to be polite but tell people they are no expected to come? a funny rhyme or what?
