With fuel prices becoming more and more expensive I wonder if the interest rate will go as high as 13% as it did in the 1970s

I doubt it very much. Maybe a smidgen over 5% at well known banks but not eg 15%. I remember those days, not to be repeated.

What is the specific connection between petrol prices and the interest rate, other than broad 'part of the economy' interest?

The 13% rise was the culmination of a long period of high interest rates
