He came out this morning for his photo shoot before the lectern was set up, so I knew something was going to happen.

He is 19 so 92 in human years.

I read Larry's bulletins on Youtube regularly, he has a very firm grip on what is going on at Number Ten.

Larry is in prime position to know everything that goes on in number 10. Nobody notices a cat curled up under the table where an important meeting is going on.
He probably has a hotline to the press.
