Not many would use a lighted BBQ in an enclosed space, but they might be tempted to bring it in when cold, to avoid rain or theft.

Yes, sadly there have been reports of deaths due to bbqs in enclosed spaces.
Common sense really.

"Under an open window" is taking it a bit too far. Having a barbecue in an closed space is dangerous.
