Tellers have never been allowed in the room where the votes are cast but until recently were allowed on the premises, to stand in lobbies, halls , perches, entrances, basically under cover.
They are now allowed to stand by the entrance but are not allowed to harass voters (which I have never seen happen in 12 years) but there is always at least one person who reports feeling intimidated.
Last general election we had an 11year old child arrive with her home-schooling teacher and they marched into the polling station carrying banners protesting against 'elections.'
They were ejected swiftly but stood outside, and did harass voters. No action taken.
