I had no idea that regional differences was not universally and totally understood.

I think little Englander means an inhabitant of little England compared with living in Big England meaning having more money and just being better off, more travelled and broader minded. Englander is from German origin. I live in Germany and have been an Engländerin since I arrived. You couldn't say a Frencher (Franzose) or a Swisser ( a Schweizer) as each country has its own definition of the people born there.

Well it's a novel interpretation of the term, but not, alas, Somewhat wide of the mark.
In this context (which dates back to the days of the British Empire, it has no connection with the German word Engländer.
However, if it pleases you, to use it for your own purposes, by all means.....
