This is a query as to your interpretation of a legal phrase.

A descriptor in PIP States
Cannot use a bath or shower.

The claimant States she can use a shower but not a bath.

The vital 2 points she needs to get the allowance depend on your interpretation of this question.

Do yo think she should be awarded the points?

Should I ever have to return to the UK and fill in such '3rd degree' form, I think I'll just top myself. The very idea of declaring I need help to wash 'below the waist' is enough to make me want to stick my head in the gas oven.
