I agree with vampirequeen that it is all about him wanting to be in control. I know the scenario only too well! If you can manage it, providing her with an economical car would help. I would suggest buying it in your name and insuring her to drive it, so that it does not count as an asset if there is a dispute over maintenance.

He's playing the control game and your DD has fallen for it. He is in control of her because he is in control of the car. She needs to tell him to keep the car and take up your offer of another that she can afford to run. Then she needs to get her maintenance on a legal footing so that it can be docked directly from his wages if he fails to pay.
