i guess the contract with the council is ending.
could you request direct payments; i'm not sure what it's called, but where the council recognise that she needs a certain number of hours and they pay for those hours and you can choose who carries it out.
that is assuming that a financial and care needs assessment has been done.
does she have any assets, or could the family pay for a while, as there is usually a gap between requesting anything from the council and getting a response.
could you contact your local carers' centre, sometime called princess royal centres, for advice.
