not a fan of Mr Kemp but I thought this was a good effort from him.I wondered what others thought of the Governor saying we should lock up the folk who are dangerous but not the ones who annoy us ...or similar.The Scottish government recently made a statement to the same efffect.People who did "minor" crimes should not be given custodial sentences ,so non payment of fines ,shoplifting, some financila things like tax evasion should all be punished by community service and tagging etc .This would mean the prisons not being so overcrowded .
