I'd never heard of this but (if I understand it correctly) it's a way of sending a message to your MP (or whoever) via social media in one massive "thunderclap" instead of petitions. Fascinating stuff going on there in the web-universe. This is called "crowdspeaking":

One person is killed every single hour by alcohol. Each of those people is a loved one - a parent, a brother or a sister, a friend and tragically, often a child. The impact of alcohol all to often affects innocent bystanders through its role in child abuse and neglect, domestic violence, family breakdown and crime and disorder. The Alcohol Health Alliance is holding a national day of action on the 5th September to draw attention to alcohol related harm in the UK.
