And now the FBI has shut down the investigation of the officer by refusing to work with the local authorities and not sharing crucial evidence, thus stopping any independent investigation.

There are at least 3 Supreme Court Cases that have settled case law on this, and none of those cases are in favor of the ICE officer in this instance. Even DHS policy states that they aren't allowed to fire into moving vehicles unless there are a limited number of circumstances.
I understand what Oreo is saying in that this could be a gray area, and it does look like she tried to run him over. I doubt this will ever go to court, but if it does, this is what I would expect to see from the Prosecutor.
1. she was trying to leave the scene and she waved the ICE vehicle through to go around her.
2. She was given a directive to leave the area before the masked ICE agents got out of their unmarked truck, which she was trying to do. There was 2 other police officials behind her car that show no fear of their lives being in danger.
3. After she was given a directive to leave, the masked men got out of the truck and surrounded her.
4. The officer that shot her had walked around the back side of her vehicle, then across the front of the vehicle from what I can see. She was distracted by the other 2 officers yelling at her to get out of the car. I wonder if she knew he was there.
Her car drive away straight because he shot her point blank in the head. She died, her foot hit the pedal and the car went until it hit whatever stopped it. A pole I think?
The ICE agent who shot her, who Trump stated was hospitalized from this event, calmly walked away from the vehicle and then the rest of the agents refused her medical help.
There is enough reasonable doubt, in my opinion, to cast doubt that this man's life was really in danger and this excessive force was needed.
Add on to that the history of ICE agents harming protestors.
I am not a court, nor a jury though. This man needs to be tried and a jury can decide if he was justified. He wont though, because the investigation was just taken over by the FBI.
