I think they are charging $2,000 expenses for quarantining so that could put off many seasonal workers. Paying for a flight, quarantine would incur a lot of expense although they are paid well.
Many stayed on after last season, I believe, as some borders were closed, so yes, they were available for work.

Farmers reply on backpackers who are required to do 88 days farm work if they want a second year Visa.
Many workers come from the Far East too.

Harvesting many crops has not started yet in many areas.

Certainly the Tourist and travel industry suffered as it has in the U.K. but I don’t think many farmers lost crops, although it hasn’t been easy.
Australia and NZ have since relaxed entry rules from some countries, definitely not the U.K. They have avoided the massive infection rate we had and the cost of compensation on the scale of the U.K. spending.

Revoking visas for foreigners means that many people lost their jobs and farmers will not be able to harvest the crops, so that was a knee jerk reaction which lacked foresight.

Quarantine is mandatory but people have to pay for the 14 day stay in a supervised hotel themselves.

We and others did effectively nothing to restrict travel and are paying the price, however if the advice was different would it have been practical to isolate the tens of thousands of Brits returning home?.

With hindsight it probably would have been worthwhile.

But the class action in the link is alleging that people's human rights were removed by "locking them down", so presumably New Zealand and Australia would have been the worst offenders.

No doubt people have seen/read about the so-called "Barrington Manifesto" because it's been heavily touted in the media. It's also been widely criticised by most respected scientists.

It's worth reading.

The Barrington Manifesto is pseudo-science and has been produced by right-wing libertarians, who believe in eugenics and the survival of the fittest. The right wing media have picked up on it because it supports what the British government still believes is possible and is the reason underneath the mixed messaging. It would appear the OP also has those views.
