In my opinion, to which I am entitled without abuse, it's not a good idea to wear something like this when you're trying to talk about something important. Whose eyes and attention wouldn't be drawn to the stupid looking bare shoulder?
I think some people just like arguing.
A particular place I worked in, we were required at short notice to be smartly dressed. We all kept a jacket in the office. Not difficult.

Er, doesn't seem to be....the shoulder IS an erogenous zone!
I was going to mention this because it's probably the reason people find this dress inappropriate for the office or HoC. The action of dropping one side of your dress off the shoulder usually indicates a sexual invitation because you are offering him one of your erogenous zones. Remember all those old movies? The same applies to sliding your dress further up your leg to expose your thigh. ? That's why the dress is inappropriate.

Its amazing this issue has led to 16 pages of outrage and a few attempts to rescue the outrage. My work often involved very formal dress in the morning, followed by crawling round on the floor with small children later in the afternoon. I kept a good jacket in the office, wore long sleeved t shirt type tops and a decent pair of trousers but kept a pair of jeans in the car.
Not impossible. However I do recall a friend being called to Court just as he was loading the van to take a gang of reprobates camping. Off he went in his jeans, walking boots and lumberjack shirt - apologised to the Mags for his attire. "no need to apologise Mr Smith, you don't look very different than usual and thank you so much for attending at short notice".
