Alea No you cannot have Ruth Davidson as PM for 2 reasons. 1. she is leader of the opposition in the Scottish Parliament and therefore an MSP not an MP. and 2. Even if she were an MP representing a Constituency in Scotland she could not be PM as she would, like all MPs from Scotland, be barred from the chamber for much of the business under the EVEL legislation/rules.
