There are laws/regulations about keeping the outside of buildings in reasonable repair I believe. A friend of mine was living in a flat above a shop and wallpaper was falling off the wall, water pouring from gutters into street etc. She reported them and moved out. But I think it mainly refers to external things - like the broken guttering? But the building could be structurally sound and weatherproof and still not fit for human habitation.
