So, should we not educate young children in not throwing litter down? Our attitudes are formed at a very young age ( give me a child to the age of seven and all that). You don’t have to make a big thing about it or make the child feel they’ve done something awful. Just point out that maybe the pigeon might not like it ( and remember thry never forget a face
