I agree that there is - or should be - a clear distinction between acts that are illegal, workplace behaviour that is unprofessional, and things that are simply bad manners. The first should be dealt with by the police and the courts, the second by the employer or management, and the last by the people concerned, in the same way that you might deal with a rude shop assistant or a naughty child.
At the moment all three types of behaviour are being lumped together and confused, which is helping no one. It's all about context; the same act (say, casual groping) could be illegal if attempted by a stranger in the street, but if it was on the dance floor in a night club, it might be accepted or even welcomed, or simply rebuffed with no further repercussions.
