Some people don't like having arms flung round them - if you can intuit what to do, then fine, otherwise hand over tissues, possibly put the kettle on, and wait for the storm to pass.
And like kitty above, I think people confide in the person they trust most to listen and / or help, so don't feel you should act out of character.
