A thought about fire safety

The horrific fire in London made me wonder. Would having a rope ladder rolled up outside upstairs windows not be a good idea? Maybe not for houses in multi storeys, but even in other houses?

We stayed recently in a caravan in France. I did wonder how I would get through the suggested window.
