This scam is done over the phone by a cold caller. There have been similar scams before, but this one seems to be more efficient and has caught many people in its net recently in the Arun district (West Sussex) 
The caller offers to help you to have your home rebanded - for a substantial fee! Of course, they want your bank card details.
If you wish to have your home rebanded, just contact your local council office and they will advise you on how to proceed.
