I reckon Spain would veto - the Basques have wanted independence for decades - they have their own language and they are a wealthy region with lots of industry and fantastic road and rail links to France. Then Catalans also have their own language and are, I believe the second most wealthy region and many too would like independence. Then there is Galicia (another language...) If you drive around the rest of Spain you see graffiti - every blooming region has got its own agenda about wanting to split from Spain, split in half etc. Combine that with a desperate economy with huge unemployment in many regions. The Spanish might like their calamari but they are not going to risk their most affluent regions leaving the poorer regions in the lurch.
