I had a similar problem, but at the back of the trousers as I have a small behind. I think you need to slice the paper pattern from the front centre to the side seam on the front, then overlap it on the angle, so that you won't have as much fabric to bunch up in the front.
It works for me, but in the rear. My pants now don't have the baggy fabric flap under my behind.
