Depends on whether the best friend is male or female. You have not given enough detail to get a meaningful response. If the friend is female then it is entirely appropriate, if male then it could cause problems as even primary school pupils are capable of bullying him unmercifully if it gets out. Remember Valentine cards should be anonymous.

His friend is male, which is why I posed the question. It would not have been right when I was young but I didn't know about now. It is all perfectly innocent but I don't know if he's signed it.
