This is a government backed scheme to help with fuel bills. It isn't the same as the pensioners winter fuel allowance.
My energy company, Cooperative Energy, offers it and I think others might too. Basically it's for people on certain benefits or on low incomes. You have to apply and the amount of money available is limited so it's first come first served but if you're lucky you could get £140 rebate on your winter bill.
It's just a simple online form.
