Scammers ring you from a fake number to tell you that a lawsuit is to be taken out against you - without first addressing you by name, just a general phone call to whoever lifts the phone.
A genuine call about a lawsuit would make VERY sure that they had the right person before telling you about it. Even a scammer would use your name to make you think it was genuine, if they were phoning you specifically. This sounds like the shotgun approach - fire off enough shot and you could get a hit.
In the US, they use a 202 code, which is Washington, to make it sound official.
It is a scam to scare you into sending them money to head off possible legal proceedings. Don't fall for it! Don't even return the phone call - it is probably to a number which will cost you ££££ per minute.
