Running commentary on BBC2

Whilst I can guess why the Beeb has decided to offer a running commentary of what is happening on the screen whenever there is a break in dialogue, can someone tell me when this started and also if there is any way of a) switching it off or b) challenging the BBC to find a commentator with a less patronising delivery style? It is nigh on impossible to enjoy a programme on tv nowadays without having to listen to loud annoying musak at the same time and nowwe have this addition to the manic mixture.
