I'm not sure what a fiscal hatch is,but I am nervous about coping with winter.

The October cap has been announced at £1,723. Last year it was £1,755 so it’s slightly lower this year.

Considering Trump’s war on Iran and what wholesale prices energy providers have had to pay this summer, I’m surprised it’s not higher, even taking into account the removal of green levies in spring and the VAT break on electricity.

Just because the cap is set at a particular level, that doesn’t mean it’s what you will pay or anywhere near. I’m about to renew my fixed contact and will pay even less for the next twelve months than now. My energy costs, gas and electricity, run at an annual average total cost of £2 a day. Always shop around.

In its last accounts. Octopus, one of the most popular energy providers, posted a net loss of £255m. Energy providers have high earnings but they also have high outgoing on research and development and ongoing investment in infrastructure.

Pensioners (assuming you are one) have had plenty of help over the last five years since post-Covid price rises. I’m under 80 and have had £1,800 of help to date; Winter Fuel Payment £200 in 2021, £500 in both 2022 and 2023 and £200 in 2025 plus the £400 that all households received over winter 2022/23 under the Energy Benefit Support Scheme (EBSS). Another £200 WFP will be dropping into my bank account in November. £2,000 of help in five years. Similarly, those 80 and over by September 2021 will have had £2,000 and another £300 coming soon towards the household bill. Those receiving income support will have received more.
