XL bullies and like dogs

Existing dogs were never banned but supposed to be under tight regulations when in public. Suspect this has been very difficult to regulate as XL bully is not a recognised breed

I thought these dogs were banned a number of years ago.

So how come so many still seem to be around, and still being euthanised as a result of attacking humans?
