The examples given all mention people who have been employed in the UK. Given that HMRC have supposedly sophisticated computer systems which should have the individual's employment records shouldn't that be sufficient?
After all records are kept of our pension contributions so that they can work out the amount of pension to pay.
The same applies to the Windrush people.
