I think fullfact have a better description. The EU thinks it's around 20% of laws that are only domestic and have said "a big portion of the laws adopted by the House of Commons and House of Lords actually are EU-laws that are made into national laws by the national parliaments"
It's impossible to get an accurate number, but everyone agrees it's not 95%.
