I presume the Conservative Party Manifesto 2015, which I've just looked up, was published before the General Election in May. On page 31 it says this:
"We will keep our ambition of delivering annual net migration in the tens of thousands, not the hundreds of thousands".
The precise meaning of that is exactly what it says, that the Party will keep its ambition to get net immigration (I notice it actually says migration which, strictly speaking, includes migration out of Britain and well as into I would have thought). An ambition is not a promise to do a particular thing but an intention to attempt to achieve something. Not achieving said thing is not a failure not only because it could not be achieved in three months anyway (since the GE Manifesto was published) but also, as anya says, an unforeseen migrant and refugee problem has occurred since the manifesto was written.
