Burkas and security

In work places where staff wear security badges, ie. hospitals, banks, how on earth can one burka- wearer be distinguished from another?
There was a case a while ago when a man dressed up in a burka was the perpetrator of some horrible crime- can't remember what. But surely, at least in the workplace, they should be banned?
