What exactly is the Energy Cap

I think I am being very dense, but I really do not understand what this is? Been told it is the maximum amount that can be charged. Charged by who to whom? Definitely not to us who pays the household bills. Why does the rising of that cap actually mean that energy at home will cost us more?
