Does anyone know what happened to all those pensioner who previously had free license but refused to pay on principle, even though on good pensions. I know of people who abided by the law, couldn’t afford it but still paid. It seems very unfair.o

I did read somewhere ages ago that no action would be taken against those who did not pay up. Unfortunately, can't remember the source. If true, seems weird/unfair to me.
