I assume this is covered by vulnerable adults legislation with is similar to safeguarding for children, so it covers adults with learning disabilities for example. As far as I am aware all local authorities have to have a vulnerable adults board in the same way they have to have a safeguarding system. I dont know the criteria off the top of my head but presumably some elderly people would fall under that umbrella.
