What a shame the OP didn’t say that in the first place. I take it this is related to the revision of the foreign aid budget? I don’t think it’s as simple as not spending money on A means an equivalent amount can be spent on B instead.

If we are talking about a village in Africa a properly designed well and a hand pump to raise water cost about £2000 5 yrs ago and probably hasn’t changed much.
As for toilets, flush toilets that don’t work are the norm and awful, earth closets are far better, unless maintenance is good.

No idea what the OP is about. But if I had to install a toilet in a place without water, I would install a dry toilet- where 'things' are covered with saw dust and left to do what it has to do. Acutally does not smell, strangely enough.

I did ask google and other sites but nothing came up clear. I thought it was a great shame that aid to other counties had been cut and just wondered how many stand taps could have been installed that would be used for several years for the price of a renovation that will only be used for a few years.

Well the flat costs £xx to redecorate, aid to other countries has been cut and I wondered if the same amount would have paid for a water pump in a poor village in Africa it water could be drilled for.
