Is this a new scam

There has been a lot online about this particular scam
Never ring them back (on any phone) just totally ignore it

who's doing it? crooks and fraudsters of many nationalities
why are they doing this? to steal money from you
what they hope to achieve? your money in their bank account

Yes, we had a message exactly the same a few weeks ago.

Definitely a scam. I had the same call (several times) some time ago and ignored it - still waiting for the summons to show up!

A local man fell for this, rang them and was told to buy £1,000 worth of iTunes vouchers then ring and give them the codes so they could redeem them! Why he thought HMRC would accept payment via iTune vouchers I don't know.

They hope to get lots of money from you. If they phone again, put the phone down immediately and phone HMRC FROM ANOTHER PHONE. It’s very important you don’t use the same phone, because the fraudsters can keep the line open and pretend to be HMRC.

...or have others had this. Came home this morning to find a message on our answerphone. A recorded voice said "this is a message from HMRC. We are taking out a summons against you. Press 5 to speak to one of our operatives about the matter". As DH said if they wanted to deal with us they would write and take it that way, and as we have not had any dealings with them we deleted the message. But I can imagine some people might be extremely worried and contact them.I wondered who and why they are doing this and what they hope to achieve.
