Car paint

I’ve been trying to complain to Vauxhall about the paint on my car sort of tiny bubbling on one panel, which is eventually going to rust. Does anyone else know that you should have a “paint penetration test” annually, with Vauxhall and entered in the service history ...... (It wasn’t even mentioned when I bought the car). They won’t entertain my complaint, as I’ve never had it done so I’ve got to pay for the panel to be resprayed myself, I wonder if this is standard on all cars?
