First of all I wonder what sort of a committee yours is? I have served on quite a few -from the very formal, all comments made to the chair, everyone using titles and surnames etc and very casual ones which just let people say anything. I would suggest that if someone is beginning to say personal things it is up to the chair to reign things in. He/she can suggest that meetings are taking too long and therefore it is necessary that a more formal procedure be adopted. If this is done across the board with everyone being asked to address their comments through the chair this should stop any personal remarks without identifying the person who is the real problem. No one will be saying anything to other members all remarks are addressed through the chair.
