I was at a meeting recently, when the above subject was brought up for discussion. Deprivation of Liberty is a new law(?) which now requires that anyone who is in care and would like to go out, whenever they like, but is unable to do so because of their impairment (physical, mental, or psychological) should have the right to do so. However, the problem here is that those living in care only have a limited amount of money and social care available to them, thus, it is not always possible, in fact probably impossible to achieve with their standard allocation of time and cash. However, it is possible to put in a claim for extra hours/cash to be made available in order that that person could go out when they wanted. The claim involves filling in forms (now there's a surprise!) getting the details authenticated, and then applying to the necessary government body. I have my own thoughts on this, but I am hard-headed, yes I know! I would however be interested to hear what anyone's thoughts are about this.
