I feel that it often a good idea to give a concise answer to op questions. These days we often lead very busy lives and it can be advantageous to be succinct at times. However occasions may arise when it might be more appropriate to expand and indeed even expound in a way that might be seen as bringing more depth to the conversation. Of course, each situation should be considered separately, as it is often to be found that what may be deemed correct and desirable in one instance might not be a suitable response to another.
Of course it may be argued that the time taken to make a decision, one one has factored in the need to give thorough consideration to the issue at hand, could be seen as sheer prevarication, but not always. I suppose this might be affected by the individual persons speed of thought and idea processing. This in turn could be influenced by whether that individual has sufficient knowledge and experience of the topic proposed in the op, or if they might feel the need to perhaps conduct some sort of research into the matter in order to provide what might be deemed and informed response.
