Its proximity to Dundee gives good opportunities for music and theatre. The Dundee rep bred many well known Scottish actors, including Brian Cox; and the RSNO gives concerts in the Caird Hall. Perth has a lovely small concert hall with great acoustics. I've attended many events there while visiting Dundee. Buses run regularly between the two cities and - I think - there's a bus that stops at Nine Wells Hospital.
Of the two cities, Perth seems the more attractive place to live, but never discount Dundee which is a growing cultural centre, with its fantastic V&A museum.
